Captain Todd Malland has been a member of the Manchester Township Police Department since 1997. As the agency’s Executive Officer, he supervises the Investigations, Administrative Services, and Patrol Bureaus and serves as the agency’s Public Information Officer. He is a graduate of the New Jersey State Association of Chiefs of Police (NJSACOP) Command and Leadership Academy, the NJSACOP Executive Institute and the FBI’s Mid-Atlantic Law Enforcement Executive Development training course. Captain Malland has successfully completed the FBI’s Law Enforcement Executive Development Trilogy and holds the distinction of being a New Jersey Accredited Command Executive. Additionally, he is a graduate of the 278th Session of the FBI National Academy. Captain Malland is a NJSACOP Law Enforcement Accreditation Assessor and a State licensed Qualified Purchasing Agent (QPA).
Captain Malland holds a Bachelor of Arts Degree in Individualized Studies as well as a Master’s Degree in Administrative Sciences from Fairleigh Dickinson University in Teaneck, NJ.
