Jennifer E. Ruggeri is a proven public safety professional with over 30 years of emergency services related experience covering many disciplines.
Jennifer started her work as a telecommunicator in Southeast Pennsylvania where she dispatched Police, Fire, and EMS services for a busy county-level 911 center for 25 years. While there, she obtained her professional level certification from the Pennsylvania Emergency Management Agency (PEMA) as an EMA staff member and attended West Chester University. Jennifer was also an Association of Public Safety Communications Officials (APCO) certified instructor where she trained many new telecommunicators during her tenure with the agency.
Jennifer also has field experience in the fire service as a former active firefighter as well as EMS experience as an EMT. She additionally performed as an acting Emergency Management Coordinator for a local municipality.
In 2017 she began a dual accreditation process for both the Commission on Accreditation for Law Enforcement Agencies (CALEA) and Pennsylvania Law Enforcement Accreditation Commission (PLEAC) for Newtown Township Police Department in Delaware County. Both accreditations were achieved within 18 months. Jennifer has been a certified PLEAC assessor for the PA Chiefs since 2018 as well as a Pennsylvania Police Accreditation Coalition (PPAC) team leader and assessor since 2017. She currently serves on the executive board for PPAC as secretary.
She currently lives in Chester County with her husband and four children.
