Carlton “Sam” Seaman Jr.

is a retired Captain from the Ocean County Corrections Department. Sam retired after serving 30 years with the department. During his career he worked in or supervised every division of the department. Sam was the Training Officer for several years and continued to train staff and supervise training as he rose through the ranks. Sam was the accreditation manager for the OCDC. The Ocean County Corrections Department was nationally accredited by the American Correction Association. He assisted in and guided the jail through three cycles of accreditation.

Sam has an extensive career in the Fire Department. He is a volunteer firefighter serving for 40 years with the East Dover Volunteer Fire Company. Sam is a past Chief for the department and a past District Chief for the township. He served on the Townships’ Board of Fire Commissioners and is currently the Chief instructor at the Toms River Township Fire Academy and the facilitator for the township fire department’s Standard Operating Guideline committee.

Sam is a Certified Public Manager through Fairleigh Dickinson University. PTC certified Instructor, NJ State Division of Fire Safety Level II instructor.

Sam has worked for the TRPD since July of 2011 part time as the department’s Accreditation Manager and DMS coordinator.
